With reference to Lord Milner's despatch

No.441 of 17th December, 1920, regarding a deficit in the

Police Department, I have the honour to transmit for your

consideration a copy of a minute by Mr. Messer on the

subject.

A European has held the appointment of

Accountant in the Police Department since January 1st, 1920,

the present holder of the post being Mr. R. J. Leete, former-

-ly Lieutenant of the Royal Garrison Artillery.
